Yes, this is the conclusion of Eagle Watch 9.27.26. Which is not to say that the raptor we saw from a mile off was a hawk, because neither of us has glass that good. We eventually found the tree and around the same time two hawks landed in it. We still think we saw an eagle, but red shoulder hawks are pretty cool too!
